Commissions recommendatione regarding upper section of administrative scale were made after very careful deliberation and the Commission took into (corrupt group ? consideration) not only the fact that the number of administrative grades and poste above the time scale is legs than other territories, but also that it ia coward the ends of time scale that the value of the administratave officer increases more rapidly than that of any other professional officer. I agres on the desirability of sarly publication once the text of legal announcement has boon agreed upon and in the absence of suitable printing facilities here, I have already asked the Governor of Singapore whether he could assist by allowing the Goverment Printer in Singapore to uniertake the work.

While I accept your view that in the light of the Commission's own recommendations, retrospective effect cannot be given to their proposals from date sarlier then 1st Jamery 19447, I cannot guarantee that there will be no repercussions or that no situation will arise which will compel me to ask you to reconsider this decision.
